KEY MESSAGE
Lack of laws and enforcement in Asian countries, and lack of incentives, prevent the widespread application of sound forest management systems. Clear and locally-adaptable guidelines for best harvesting techniques are urgently needed, supported by independent research and integrated programmes for alternative forest uses by local communities.
RECOMMENDATIONS
- Include avoided deforestation and forest management into mechanisms of the Kyoto Protocol after 2012.
- implement best forest harvesting techniques (e.g. reduced impact logging) by means of giving clear guidelines and incentives to the timber companies and communities
- Strengthen multifunctional forest use by local communities through rights of access and training.
